Born on June 30th, 1969, Lara Ballard spent her early years in Tennessee under the care of her parents, Cynthia and Bruce Ballard. She has two siblings, Amy Ballard Riley, who resides in North Carolina, and a younger sister whose identity remains undisclosed.

Lara Ballard attended Georgetown on a full-tuition Army ROTC scholarship between 1987 and 1991, pursuing a Bachelor of Science in Foreign Service (BSFS) degree in non-Western history and diplomacy. After finishing her studies, she was commissioned as a second lieutenant in the Air Defense Artillery and deployed to Kuwait. Lara also spent time in Germany before her return to the United States to pursue her law degree.

She attended Columbia Law School, earning her J.D. in 1998, and subsequently served as a law clerk in the Hon. Fed I. Parker’s office for a year. Following that, Lara commenced her work at the U.S. Department of State, where she served as an attorney-consultant.

Between 1999 and 2011, Lara served as an attorney-adviser at the U.S. Department of State. She was then appointed as a special adviser for privacy and technology for the State Department on international communications and information policy, a position she held through 2021.
